Abstract

RESUMEN: Una transición política por negociación de un conflicto armado que deriva en un acuerdo de paz se convierte en una “promesa transicional”; a veces, nada más que la indicación teleológica que supone que se avanza hacia un nuevo futuro (el “nuevo país”, el “nuevo relato de nación”), con clivajes fundamentales en los discursos geopolíticos de la justicia transicional y la construcción de paz. De la primera se afirma que ha llegado a una etapa en que busca aplicarse, incluso, donde las guerras persisten y su horizonte de finalización es incierto (Teitel, 2003). De la segunda, la construcción de paz, se dice que nos vamos aproximando, y que debería avanzarse en ese camino, a una etapa de paz postliberal (Richmond, 2011). Junto con esta mirada geopolítica, es fundamental analizar las micropolíticas de la paz en los territorios, esto es, los modos en que las poblaciones locales aportan discursos y prácticas de paz, antes, durante y después de un acuerdo. Es en estos “escenarios transicionales” donde se puede observar el juego entre dispositivos sociales, económicos, geográficos, culturales, legales, simbólicos y las reinterpretaciones, disputas, apropiaciones y resistencias que manifiestan las poblaciones, las comunidades, los territorios, en la cotidianidad. Un pulso que va configurando las paces territorial(es) realmente en construcción (..).
