Abstract

Taastuvatest energiaallikatest toodetud energia kasutamise edendamise direktiivi ((EL) 2018/2001, 11. detsember 2018) kohaselt on biomass põllumajandusest (nii taimsed kui ka loomsed materjalid), metsamajandusest ja sellega seotud tööstusharudest, sh kalandusest ja vesiviljelusest pärit bioloogilise päritoluga toodete, jäätmete ja jääkide biolagunev fraktsioon ning jäätmete, sh bioloogilise päritoluga tööstus- ja olmejäätmete biolagunev fraktsioon. Uuringu eesmärk oli koondada ja süstematiseerida Võru, Valga ja Põlva maakonna (Kagu-Eesti) bioressursside info ja tuua välja soovitused kõrvalsaaduste ja biolagunevate jäätmete väärindamise jaamade asukohtadele/paiknemisele, suurusele, põhitoodangule ja üldisele tehnoloogiale. Uuringu sihtrühmaks olid Kagu-Eesti põllumajandusettevõtted (taime- ja loomakasvatajad), toiduainete tootjad (EMTAK 2018 jagu C10) ja joogitootjad (C11) ning ettevõtjad ja maakasutajad, kes on huvitatud olemasolevate bioressursside väärindamisest. Lisaks kirjeldati Kagu-Eesti reoveepuhastite bioressursside andmeid. Uuring on jaotatud kaheks osaks. Uuringu esimeses osas kaardistati põllumajanduses, toiduainete tootmises ja joogitootmises toodetav ning reoveepuhastites tekkiv biomass ning tuvastati selle liikumine väärtusahelas. Uuringu teine osa sisaldab soovitusi Kagu-Eesti biolagunevate jäätmete väärindamise jaamade asukohtadele/paiknemisele, suurustele, põhitoodangule (biometaan, soojus ja/või elekter vms) ning üldisele tehnoloogiale arvestades jäätmete eeltöötlemise vajadusi.
