Abstract

Brief description of the thesis: University of Tartu develops sports activities to the benefit of its members and public at large by shaping fitness habits and ensuring necessary conditions for teaching and research through a sports club created for that purpose. It is the sports club’s obligation to the University of Tartu as the owner of the building to develop the university’s sports building, given to the use of the sports club. The purpose of this study was to evaluate the feasibility of investment of real estate with social purpose owned by public university, using different scenarios on the example of University of Tartu sports building. The presentation of the master’s thesis is analytical-synthesizing. The theoretical part gives an overview of university’s autonomy, property management and development process. The empirical part is based on the conducting process of the feasibility analysis, where the feasibility analysis was conducted on the ground of organization’s internal data and interviews. To evaluate the feasibility of the investment the author compiled the incomes and expenses of two different scenarios that was the base for conducting the discounted cash flow analysis. Characteristic values of the project were evaluated on the basis of cash flow analysis. From the financial aspect university should prefer the first scenario, as the necessary investment and the increase in costs is lower compared to the second scenario. From the aspect of necessity the university should prefer the second scenario, as it covers the needs of all parties. The results of the empirical part can be used by the University of Tartu to make investment decisions.

Töö lühikirjeldus: Tartu Ülikool arendab sporditegevust oma liikmete ja avalikkuse huvides, kujundades sportimisharjumusi ja tagades õppe-ja teadustööks vajalikud tingimused MTÜ Tartu Ülikooli Akadeemilise Spordiklubi kaudu. Spordiklubi kohustus Tartu Ülikooli ehk hoone omaniku ees on tagada spordiklubi kasutusse antud Tartu Ülikooli spordihoone arendamine. Töö eesmärgiks oli erinevate stsenaariumite baasil hinnata avalik-õigusliku ülikooli omandis oleva sotsiaalse otstarbega kinnisvara investeeringu finantsilist teostatavust Tartu Ülikooli spordihoone näitel. Magistriöö on oma esitlusviisilt analüüsiv-sünteesiv. Magistritöö teoreetiline osa annab ülevaate ülikooli autonoomiast, varajuhtimise ja arendamise protsessist. Empiiriline osa põhineb teostatavuse analüüsi läbiviimise protsessil, kus viiakse läbi teostatavuse analüüs organisatsioonisiseste andmete ning intervjuude alusel. Investeeringu teostatavuse hindamiseks koostas autor kahe erineva spordihoone arendusstsenaariumi tulud ja kulud, mis võeti aluseks diskonteeritud rahavoogude analüüsi läbiviimiseks. Rahavoogude analüüsi põhjal hinnati projekti iseloomustavaid suurusi. Uuringu tulemusena selgus, finantsilisest aspektist lähtuvalt tuleks ülikoolil eelistada esimest stsenaariumi, kuna sellega kaasnev investeering ja kulude kasv on väiksem, kui teise stsenaariumi korral. Vajalikkuse aspektist lähtuvalt tuleks ülikoolil eelistada teist stsenaariumi, kuna sellisel juhul saavad kõigi osapoolte vajadused kaetud. Töö empiirilises osas saadud tulemusi saab Tartu Ülikool võtta aluseks investeerimisotsuse langetamisel.
