Abstract

Organic farming in Estonia has been growing rapidly. Over the years both the number of companies and area of organic production have increased. One of the reasons for the fast development is the economical support for organic farming, which has been paid to farmers since the year 2000 The aim of this BA thesis is to find out what are the main problems in applying grants for organic farmers, aswell as what are the main reasons for Estonian Agricultural Registers and Informatsion Board, as the organizer, to not fund the applications. To find out the main problems for farmers in organic farming the author conducted questionnaire survey among Estonian organic farmers and questionnaire survey with a representative of ARIB to get to know their main reasons for rejecting the applications. First part consists of European Union common agricultural policy, agricultrural enviromental support, benefits of organic farming and requirements for organic farmers. Third part consists of organic plant farming, applying for applications of support and analysis of questionnaire survey results. The most difficult requirement for the farmers to fulfill is to use certified organic seed, because certified organic seeds are not available to everyone. In addition, another difficult requirement to meet was to ensure the identifiability of organic agricultural land while being beside non-organic land. ARIB statistics of the year 2014 shows that the main reason for not getting the support is that the reduction of the commitment was too big and therefore the grant has been reduced to zero, or has even been required to be refunded.

Mahetootmine on Eestis hoogsalt laienenud. Suurenenud on nii mahepõllumajanduslike ettevõtete arv kui ka mahetootmise pindala. Üheks kiire arengu põhjuseks on alates 2000. aastast makstav mahepõllumajandusliku tootmise toetus, mis on mõeldud lisakulutuste ja saamata jäänud tulu kompenseerimiseks tavatootmisega võrreldes. Bakalaureusetöö eesmärgiks on selgitada välja, millised on peamised taimekasvatuse ja aianduse tootmistüübi ettevõtete tootjapoolsed probleemid mahepõllumajanduslike kriteeriumite täitmisel ja mahetoetuste taotlemisel ning millised on Põllumajanduse Registrite ja Informatsiooni Ameti kui toetuste andmise korraldaja peamised taotluste rahastamata jätmise põhjused. Eesmärgi täitmiseks viis autor töös läbi kaks küsitlust. Esimene küsitlus oli suuntud mahetootjatele, teine küsitlus oli PRIA spetsialistile. Töö esimeses osas on kirjutatud Euroopa Liidu ühisest põllumajandus-poliitikast, põllumajanduslikust keskkonnatoetusest, maheviljeluse kasulikkusest ning nõuetest mahetaimekasvatajatele. Töö kolmandas osas on kirjutatud mahepõllumajanduslikust taimekasvatusest Eestis, taotluste taotlemisest ning analüüsitud ankeetküsimustike tulemusi. Tootjatele ostutus kõige keerulisemaks nõudeks mahe sertifitseeritud seemne kasutamine. Selle põhjuseks on välja toodud seemne kättesaadavus. Lisaks otsustus keerukaks eristatavuse tagamine põllumassiivide külgnemisel tavatootjaga. PRIA statistika alusel on toetustest ilma jäämise peamiseks põhjuseks kohustuse liigne vähendamine, mistõttu on toetussumma vähenenud nulli või tekkinud tagasinõue.
