Abstract

In the studied electrical network design company, the exchange of information between designers and surveyors is fragmented — the definition of survey areas, communication of work assignments, and analysis of spatial data needed for planning all take place in separate environments, leading to inefficiency, errors, and unnecessary repeat surveys. The aim of this Master's thesis was to develop a web map application based on the ArcGIS Online platform that consolidates the spatial data and work information required for ordering topographic survey base plans into a single unified environment. A case study approach was used as the research method, involving an analysis of the existing work organization and the development of a new GIS-based solution. Data collection was based on the author's daily work experience in the company and discussions with colleagues prior to development. After the application was completed and tested, structured feedback was collected from users through a survey. The result of the work is a web map application built in ArcGIS Experience Builder, integrating official WMS services, enabling the management of survey areas, and supporting both the desktop workflow of designers and the mobile workflow of surveyors. In addition, five custom widgets were developed to support marker management, coordinate conversion, work tracking, and address-, work-, and cadastral-based search functionality. User feedback indicated that the application is intuitive and helps make the work process more accurate and efficient.

Uuritavas elektrivõrgu projekteerimisega tegelevas ettevõttes toimub projekteerijate ja geodeetide vaheline infovahetus killustunult – mõõdistusalade määramine, tööinfo edastamine ning planeerimiseks vajaliku ruumiinfo analüüs toimuvad kõik erinevates keskkondades, mis põhjustab ajakulu, vigu ja täiendavaid mõõdistusi. Magistritöö eesmärk oli välja töötada ArcGIS Online platvormil põhinev kaardirakendus, mis koondab topo-geodeetilise alusplaani tellimiseks vajalikud ruumiandmed ja tööinfo ühtsesse keskkonda. Uurimismeetodina kasutati juhtumiuuringut, mille käigus analüüsiti olemasolevat töökorraldust ning töötati välja uus GIS-põhine lahendus. Andmekogumise aluseks oli autori igapäevane kogemus ettevõttes ning arutelud kolleegidega enne rakenduse arendamist. Pärast rakenduse valmimist ja testimist koguti kasutajatelt tagasisidet struktureeritud küsitluse kaudu. Töö tulemusena loodi ArcGIS Experience Builderil põhinev kaardirakendus, mis integreerib ametlikke WMS-teenuseid, võimaldab mõõdistusalade haldamist ning toetab nii projekteerijate arvutipõhist kui ka geodeetide mobiilset töövoogu. Lisaks töötati välja viis kohandatud vidinat, mis toetavad markerite haldamist, koordinaatide teisendamist, tööde jälgimist ning aadressi-, töö- ja katastritunnuse põhist otsingut. Kasutajate tagasiside näitas, et rakendus on intuitiivne ning aitab tööprotsessi täpsemaks ja kiiremaks muuta.
