Desarticulación del Sector Primario Panameño: El análisis social en pre y durante la pandemia a través de las Tablas Input-Output (2007, 2010, 2015 y 2019)

Abstract

La motivación de la investigación responde a la necesidad de dar respuesta a la problemática del sector agrícola panameño que a finales de los años 70 ́s producía el 11% del Valor Agregado Bruto Nacional (VABN) y actualmente sólo representa el 2.2% aproximadamente, afectando al conjunto de la economía panameña, tanto desde la perspectiva de la oferta como de la demanda; incrementando los niveles de desigualdad existentes en el entorno rural.El proceso metodológico incluye la elaboración de las tablas input –output simétricas 60 x 60 por primera vez de la República de Panamá a partir de los Cuadros de Oferta y Utilización (COU), generados por el Instituto Nacional de Estadística y Censo (INEC), y que a su vez mediante las aplicaciones de las ligazones, se valora la capacidad de impulso o de arrastre a los demás sectores, considerando una variación en una unidad ya sea de la demanda final o de los inputs primarios; por parte de los sectores pertenecientes al sector primario. Para este fin, se presentarán las clasificaciones de Chenery-Watanabe, los coeficientes de Streit globales de dichos sectores. También se valora el efecto causado por el COVID-2019 en el sector.Los resultados muestran la desarticulación del Sector Primario, como consecuencia de la política comercial –mercantil, la cual permite una apertura desmedida al mercado de materias primas de otros países, en perjuicio de la producción nacional y el empleo, generando desasosiego a miles de panameños

The motivation of the research responds to the need to respond to the problems of the Panamanian agricultural sector that at the end of the 70's produced 11% of the Gross National Value Added (GVA) and currently only represents approximately 2.2%, affecting the Panamanian economy as a whole, both from the perspective of supply and demand; increasing the levels of inequality existing in the rural environment. The methodological process includes the elaboration of the symmetrical input -output tables 60 x 60 for the first time of the Republic of Panama from the Supply andUse Tables (SUT), generated by the National Institute of Statistics and Census (NISC), and that in turn through the applications of the linkages, the capacity of impulse or drag to the other sectors is assessed, considering a variation ina unit of either the final demand or the primary inputs; by the sectors belonging to the primary sector. To this end, the Chenery-Watanabe classifications, the global Streit coefficients of these sectors, will be presented. The effect caused by COVID-2019on the sector is also assessed. The results show the dismantling of the Primary Sector, as a result of the commercial and commercial policy, which allows an excessive opening to the market of raw materials of other countries, to the detriment of national production and employment, generating uneasiness to thousands of Panamanians
