Abstract

Una circunstancia tan disruptiva como una pandemia pone a prueba a las instituciones políticas por antonomasia, Parlamento y Gobierno, como probablemente muy pocos otros fenómenos. Un vistazo del panorama comparado limitado a los sistemas democráticos evidencia que son escasos aquellos en los que la opinión ciudadana entienda de forma general que sus Parlamentos y sus Gobiernos han actuado suficientemente bien. Entre estos no parece que quepa incluir el sistema español. El texto ofrece motivos concretos objetivos que, junto con otros, explican esta percepción que aparece generalizada

A circumstance disruptive as a pandemic, puts the main political institutions of democratic systems to the test like probably very few other phenomena. A glimpse of the political landscape limited to democratic systems, shows that there are few in which public opinion generally understands that their parliaments and their governments have acted well enough. Among these, the Spanish system does not seem to fit. The text offers specific objective reasons that, together with others, explain this perception, which appears quite general
