Abstract

En casi doscientos años de vida republicana el Perú no ha podido superar profundas desigualdades entre el campo y la ciudad. Adolece de múltiples problemas de carácter socioeconómico y en donde la delincuencia e inseguridad ciudadana, subsisten aprovechando sea la ausencia o la inacción del Estado y de sus instituciones, regidos por un ordenamiento jurídico que, en muchos casos, parece beneficiar al victimario antes que a la víctima. En ese contexto, las Rondas Campesinas surgen como organizaciones de autodefensa para el cuidado de bienes y control del abigeato, ladrones de ganado y animales menores, ante dicha ausencia de las autoridades estatales o por la falta de capacidad y legitimidad para resolver los conflictos sociales. En los últimos años su accionar también se ha orientado hacia el tema ambiental y minero, cuando las empresas extractivas, hacen uso y abuso de las concesiones otorgadas por el Estado, poniendo así en riesgo la tierra y las fuentes hídricas. En tal sentido, han hechos suyos la defensa del territorio y del ambiente, asumiendo un camino opuesto al desarrollo impuesto por el modelo neoliberal.

In almost two hundred years of republican life, Peru has not been able to overcome profound inequalities between the countryside and the city. It suffers from multiple socio-economic problems and where crime and citizen insecurity subsist taking advantage of the absence or inaction of the State and its institutions, governed by a legal system that, in many cases, seems to benefit the victimizer rather than the victim. In this context, the Peasant Rounds emerge as self-defense organizations for the care of goods and control of cattle rustling, cattle thieves and small animals, in the absence of state authorities or due to the lack of capacity and legitimacy to resolve social conflicts. In recent years, its actions have also focused on the environmental and mining issues, when the extractive companies make use and abuse of the concessions granted by the State, thereby putting land and water sources at risk. In this sense, they have made their own the defense of the territory and the environment, assuming a path opposed to the development imposed by the neoliberal model.
