In this paper the author maintains that the problems of emigration are global problems that can not be approached either bilaterally or with defensive strategies at an intergovernmental level-but with an emigration policy that involves the Twelve and combines both the external and internal aspects of emigration.

Los problemas migratorios son problemas globales que no pueden ser abordados ni con aproximaciones bilaterales ni con estrategias defensivas a nivel intergubemamental, sino con una política migratoria a Doce, en donde se coordinen los aspectos externos de las políticas migratorias con los aspectos internos.
