Reflexiones constitucionales en torno al iberismo en el siglo XXI

Abstract

Portugal and Spain have marked in the history of their constitutionalism their mutual influences and misgivings. There have been several recurring themes in the constitutional trajectory of both countries, such as the question of Monarchy versus Republic, centralism versus decentralisation, Church-State relations, etc., with different virulence depending on the time and territory, but with an unquestionable reciprocal influence, typical of their way of emerging from the Ancien Régime. Moreover, it is fair to recognise that these mutual influences have not only derived from their neighbourhood (with the archipelagos of both countries and the extra-peninsular enclaves) but also from the very perspective of their political unity, which on many occasions has forced Iberianism to take sides in favour of one or other internal constitutional formula. The aim of this paper is no more than to sketch certain lines on which to imagine a horizon of peninsular convergence, taking into account our past and our present, from a voluntarist exercise, and in the knowledge of the difficulty that an eventual decision by both peoples (with the permission of Andorra and Gibraltar) to build a political unity would entail, with which to better face the challenges that the 21st century has in store for us. Thus, points such as Iberian sub-regionalism, the gradualist strategy, the form of state, the federal or confederal perspective, the regional-national map, peninsular multilingualism, and Europe-Asia relations from an Iberian and Iberist perspective are analysed.

Portugal y España han marcado en la historia de su constitucionalismo sus mutuas influencias y recelos. Varios han sido los temas recurrentes en la trayectoria constitucional de ambos países, como la cuestión de la Monarquía versus la República, el centralismo versus la descentralización, las relaciones Iglesia-Estado, etc. con una distinta virulencia según la época y el territorio, pero con una recíproca influencia incuestionable, propia de su forma de salir del Antiguo Régimen. Además, resulta justo reconocer que estas mutuas influencias no han derivado únicamente de su vecindad (con permiso de los archipiélagos de ambos países, y de los enclaves extrapeninsulares) sino de la propia perspectiva de su unidad política, lo que en muchas ocasiones ha obligado al iberismo, a tomar partido por una u otra fórmula constitucional interna. El presente trabajo no pretende más que dibujar ciertas líneas sobre las que imaginar un horizonte de convergencia peninsular teniendo en cuenta nuestro pasado y nuestro presente, desde un ejercicio voluntarista, y a sabiendas de la dificultad que entrañaría una eventual decisión por parte de ambos pueblos (con permiso de Andorra y Gibraltar) de construir una unidad política, con la que afrontar mejor los retos que el siglo XXI nos tenga preparados. Así se analizan puntos como el subregionalismo ibérico, la estrategia gradualista, la forma de Estado, la perspectiva federal o confederal, el mapa regional-nacional, el plurilingüismo peninsular; o las relaciones Europa – Asia desde una clave ibérica e iberista.
