Crisis, ¿qué crisis?

Abstract

Las crisis son momentos de riesgo, aunque también de oportunidad. La teoría de la cultura nos enseña como los marcos culturales resultan, en dichos momentos, especialmente cruciales tanto para superar dichas crisis o bien para suponer un freno a su superación; un asunto ciertamente muy relevante si le ponemos el adjetivo constitucional, es decir, si nos referimos a la cultura constitucional. En este sentido uno de los aspectos más controvertidos de las últimas crisis es si estas van a actuar como un shock que cambie nuestros "constitucional commitments" del constitucionalismo económico, en un sentido u otro. Para analizar este momento nos hemos adentrado en los procesos de constitucionalización (exitosos o no) de los corsés financieros del Estado, como son los límites presupuestarios y los límites a la deuda, tanto en los Estados Unidos como en Europa, preguntándonos finalmente si se corresponden con la actual realidad de la economía.

Crises are moments of risk, but also of opportunity. The theory of culture teaches us how cultural frameworks are, at such moments, especially crucial both for overcoming such crises and for putting a brake on their overcoming; a matter that is certainly very relevant if we put the adjective constitutional, that is, if we refer to constitutional culture. In this sense, one of the most controversial aspects of the latest crises is whether they will act as a shock that will change our constitutional commitments to economic constitutionalism, in one sense or another. To analyse this moment, we have looked at the processes of constitutionalisation (successful or not) of the state's financial restraints, such as budgetary limits and debt limits, both in the United States and in Europe, finally asking ourselves whether they correspond to the current reality of the economy.
