Reflete-se no presente texto sobre as alterações sucessivamente introduzidas no regime jurídico de graus e diplomas, designadamente sobre o relevo atribuído aos centros de investigação para o efeito de as universidades poderem ministrar cursos de doutoramento. A análise é feita quer sobre o prisma da legalidade, quer sobre o da razoabilidade. Adicionalmente é questionada a aplicação no tempo das novas regras instituídas.

This text reflects on the successive changes introduced in the legal regime for higher degrees and diplomas, namely on the importance given to research centers for the purpose of universities being able to offer doctoral courses. The analysis is carried out either from the perspective of legality and from the perspective of reasonableness. Additionally, the timely application of the new rules is questioned.
