Democracy, while an utopia under construction, has challenges that must be balanced with it's historical time and political context. The current economic crisis is accompanied by another crisis, one of political participation that should not be overlooked. This paper seeks to question, in the perspective of several thinkers and concretely in the Portuguese case, democracy and the opportunity for political participation of immigrants. Assuming the intercultural model as a European option in the management of cultural diversity, we seek to challenge the possibility of a new and more inclusive constitutional model

A democracia, enquanto utopia em construção, contém desafios que devem ser ponderados tendo em conta o tempo histórico e o contexto político. A actual crise económica é acompanhada de uma crise de participação política que não se deve ignorar. O presente trabalho procura reflectir, a partir da visão de diversos pensadores e do caso Português, sobre a democracia e o espaço para a participação política dos imigrantes. Assumindo a opção europeia pelo modelo intercultural na gestão da diversidade cultural procura-se desafiar a possibilidade de um modelo constitucional mais inclusivo
