Controlo do risco ambiental de biocidas: deltametrina como caso de estudo

Abstract

As populações estão expostas a agentes químicos, nomeadamente os biocidas, pelo que são indispensáveis medidas legislativas que avaliem o risco e constituam uma proteção da saúde humana, animal e do ambiente. Nesse seguimento, foi publicada a Diretiva 98/8/CE que regulamenta a colocação no mercado de produtos biocidas. Com este diploma é criada uma lista positiva de substâncias ativas que podem ser utilizadas em produtos biocidas. Assim, torna-se essencial avaliar o risco das substâncias ativas biocidas, dividindo-as em existentes, cuja comercialização é anterior a 14 de maio de 2000, e novas, em que a avaliação é realizada antes da sua colocação no mercado. Neste âmbito, foi desenvolvido um programa de avaliação do risco de substâncias ativas existentes, onde se enquadra a avaliação do risco ambiental. Esta avaliação supõe 4 etapas: identificação dos perigos, avaliação da exposição, avaliação dos efeitos e caraterização do risco. Estes temas são abordados no presente trabalho, tomando como caso do estudo a deltametrina com utilização como inseticida, sendo substância ativa biocida existente, que foi incluída, em 2011, na lista positiva da Diretiva (Anexo I).

Populations are exposed to chemicals, including biocides, thus it is indispensable to take legislative measures that assess the risk and protect the human health, animal and the environment. Following this it was published a Directive 98/8/EC which regulates the placing of biocidal products on the market. This legislation creates a positive list of active substances which may be used in biocidal products. Thus, it becomes essential to evaluate the risk of biocidal active substances, dividing them into existing, marketed prior to May 14, 2000, and new, where assessment is performed prior to its placement in the market. In this context, a program was developed to assess the risk of existing substances, which fits the environmental risk assessment. This assessment involves four steps: hazard identification, exposure assessment, effects assessment and risk characterization. These topics are covered in this work, taking as a case study the deltamethrin as insecticide, active biocide existing, which was included, in 2011, in the positive list of Directive (Annex I).
