Abstract

Os grandes incêndios florestais que ocorreram em 2017 não deixaram ninguém indiferente, muito por culpa das mortes ocorridas. Assistir a tamanha tragédia como a de 2017, vem trazer a descoberto fragilidades e constrangimento existentes num setor que se espera esteja preparado para responder a sinistros e catástrofes. O cidadão enquanto «ser» procura a felicidade. A procura do bem-estar individual e social é mutável consoante o tempo e lugar, originando também mudanças nos valores e direitos a salvaguardar. As várias crises económicas alertaram-nos para a questão da escassez dos bens e recursos. É no substrato dessas alterações, do conceito de escassez e sustentabilidade (deixando para as novas gerações o mesmo nível de recursos que nos foi entregue), das novas tecnologias e da globalização, que estamos perante uma alteração do contrato social. Esta narrativa exige uma administração eficiente, assente numa política de coesão territorial, em que pessoas e território devem estar em primeiro lugar. Assim qual é o papel do Estado? Espera-se um Estado competente para responder a estes desafios, capaz de implementar verdadeiras políticas de regulação dos setores económicos e sociais, com o objetivo de promover a igualdade, justiça, segurança e bemestar social.

The huge forest fires that occurred in 2017 did not leave anyone indifferent, much because of the deaths that occurred. To witness to such a tragedy as that of 2017, reveals weaknesses and constraints in an industry that is expected to be prepared to respond to accidents and catastrophes. The citizen as a "being" seeks happiness. The search for individual and social well-being is changeable according to place and time, and also originates changes in the values and rights to be safeguarded. The various economic crises warned us of the scarcity of goods and resources. It is on the substrate of these changes, from the concept of scarcity and sustainability (leaving the same level of resources delivered to us to the new generations), new technologies and globalization, that we are faced with a change in the social contract. This narrative requires an efficient administration, based on a policy of territorial cohesion, in which people and territory must come first. So what is the role of the State? A competent State is expected to respond to these challenges, capable of implementing real regulatory policies in the economic and social sectors, with the aim of promoting equality, justice, security and social well-being.
