Abstract

O presente estudo pretende contribuir para a reflexão sobre o trabalho do Gestor Escolar na aplicação de uma medida política educativa que visa a autonomia e a flexibilidade curricular. Partindo da análise das políticas educativas centradas na autonomia e gestão da Escola, aplicadas em Portugal, nas últimas décadas, traça-se a evolução das competências formais atribuídas ao Gestor Escolar e equacionam-se as condições necessárias para a implementação do Projecto de Autonomia e Flexibilidade Curricular (PAFC). Através de uma abordagem de carácter qualitativo e descritivo, recorrendo à análise documental, à observação e à entrevista semi-estruturada, identificam-se as acções quotidianas, desenvolvidas pelo Director de um Agrupamento inserido no Programa TEIP (Território Educativo de Intervenção Prioritária) e analisam-se as suas percepções quer relativamente ao exercício da sua actividade profissional, quer no que respeita à experiência de implementação do PAFC, enquanto projecto-piloto decorrido no ano lectivo 2017-2018. Os resultados da pesquisa empírica permitiram revelar os desafios e tensões com que o Director se confronta para responder à demanda de flexibilizar o currículo e permitem salientar como a concretização dos seus projectos pedagógicos é condicionada pelo facto de exercer as suas funções num contexto de autonomia relativa.

The present study intends to contribute to the observation on the work of the School Manager in the application of an educational policy measure that aims the autonomy and the curricular flexibility. Based on the analysis of educational policies centered on the autonomy and management of the School, applied in Portugal in the last decades, the evolution of the formal competences attributed to the School Manager is outlined and the conditions necessary for the implementation of the Autonomy and Flexibility Project Curricular (PAFC). Through a qualitative and descriptive approach, using documentary analysis, observation and the semi-structured interview, the daily actions, developed by the Director of a school cluster inserted in the TEIP Program (Programme of Priority Intervention Territories) are analyzed as well as their perceptions regarding both the exercise of their professional activity and the experience of implementation of the PAFC as a pilot project in 2017-2018 school year. The results of the empirical research have revealed the challenges and tensions with which the Director is confronted in order to respond to the demand to make the curriculum more flexible and show how the implementation of his pedagogical projects is conditioned by the fact that he performs his functions in a context of relative autonomy.
