A nova conjectura da sociedade e suas novas necessidades impulsionaram o crescimento da estrutura do Estado, portanto a forma de gerir a máquina pública passou por diversas mudanças para se adaptar a essa realidade. Mister foi criar mecanismo de controle da gestão pública, para que o Estado permaneça em funcionamento e provendo, pelo menos o mínimo aos seus cidadãos, haja vista, serem eles os financiadores. O cidadão aparece em lugar de destaque, pois conforme se notará, o Estado por si só não dispõe de meios adequados e pessoal para realizar suas funções, portanto é incapaz de fiscalizar todos os atos da administração pública devido sua grande proporção assumida desde do período do Estado Social. O cidadão antes era um mero espectador dos negócios públicos, conduto, depois da inserção de conceitos e práticas antes reservadas apenas a iniciativa privada e princípios da eficiência entre outros, o cidadão tornou-se o ator principal da trama do controle dos gastos públicos. Muito falaremos dos princípios da eficiência e da transparência, posto que são os grandes responsáveis pela construção do novo modelo de gestão da coisa pública, por meio deles são traçadas as diretrizes das atividades administrativas de modo que estas corresponda à altura das exigências sócias hodiernamente. O orçamento público foi outro instituto que se transformou bastante para se encaixar na nova realidade, sendo umas das alterações a possibilidade de o cidadão diretamente participar de sua elaboração, por meio do instituto do orçamento participativo. priorizou-se bastante a planificação deste, como também de todas as atividades administrativas. O nosso objetivo neste trabalho é estudar como ocorreu a evolução do Estado Absolutista ou Estado Democrático de Direito e quais os mecanismo de controle dos gastos públicos, vamos defini-los, classifica-los e apontaremos como são realizados seus exercícios e conhecer quem são os agentes capazes de executar a fiscalização.

The new conjecture of society and its new needs have boosted the growth of the state structure, so the way of managing the public machine has undergone several changes to adapt to this reality. Mister was to create a mechanism of control of the public administration, so that the state remains in operation and providing, at least the minimum to its citizens, in view, they are the financiers. The citizen appears in a prominent place, because as it will be noticed, the State by itself does not have the adequate means and personnel to carry out its functions, therefore it is incapable to inspect all the acts of the public administration due to its great proportion assumed from the period of the Social State. The citizen was formerly a mere spectator of public affairs, conducive, after the insertion of concepts and practices previously reserved only for private initiative and principles of efficiency among others, the citizen became the main actor in the plot of control of public spending. Much will be said of the principles of efficiency and transparency, since they are the ones who are responsible for building the new management model of the public, through which the directives of administrative activities are drawn so that they correspond to the requirements of current society. The public budget was another institute that has transformed enough to fit the new reality, one of the changes being the possibility of the citizen directly participating in its elaboration, through the institute of participatory budgeting. the planning of this, as well as of all the administrative activities was prioritized. Our objective in this work is to study how the evolution of the Absolutist State or Democratic State of Law occurred and what are the mechanisms of control of public spending, we will define them, classify them and indicate how their exercises are performed and who are the agents able to carry out the inspection.
