Ordens honoríficas e semipresidencialismo: A Ordem da Liberdade e os Presidentes da República (1976-2015)

Abstract

Resumo: Este artigo analisa a forma como os Presidentes da República Portuguesa (PR) têm usado o estatuto de grão-mestres da Ordem da Liberdade (OL), uma ordem honorífica criada com o fim da ditadura para homenagear quem lutou pela liberdade e pela democracia, com base nas 501 condecorações atribuídas entre 1977 e 2017. A pergunta a que o artigo se propõe responder é a seguinte: Será que a OL é usada pelos PR como recompensa política ou de forma meramente simbólica? Os resultados sugerem que a dimensão simbólica prevalece, mas a análise do perfil dos condecorados e dos mandatos presidenciais revela padrões que não permitem abandonar totalmente a hipótese da instrumentalização da ordem.
