Abstract

O objectivo deste trabalho é estudar o funcionamento das escolas particulares, onde se leccionava o ensino primário elementar. Pretendemos situá-las face às suas congéneres oficiais, mantidas e administradas pelo estado, utilizando três inspecções levadas a efeito em 1863, 1867 e 1875, como fontes mais importantes. Limitado geograficamente ao território continental, o estudo tem como balizas cronológicas os anos de 1859 e 1881. A escola primária elementar era entendida como um local de educação e instrução. Espaço de formação das gerações futuras, é objecto de polémicas e tentativas de apropriação por parte de interesses divergentes. Durante o período em estudo, de forte centralização administrativa, sempre o Estado procurou controlar a actividade educativa, mais a educação que a instrução, dificultando a abertura de escolas por parte de particulares. As inspecções são um instrumento desse controle, afirmação do novo poder da burguesia em ascensão. No entanto, não disponibilizando recursos para fazer funcionar eficazmente os estabelecimentos escolares necessários, nem possuindo capacidade administrativa para impor, de facto, aquilo que decretava, os sucessivos governos liberais foram tolerando as escolas particulares, ainda que funcionassem à margem da norma legislativa. Estas existem e funcionam de acordo com a procura existente, reflectindo as diferentes expectativas e necessidades sociais. Em consequência, formam grupos bastante heterogéneos, pretendendo colmatar as lacunas da rede oficial.

The purpose of this work is to study the functioning of the private schools, where the primary education was taught. We intend to compare them to their congeners state schools supported and administrated by the government, using three inspections carried out in 1863, 1867 and 1875 as the most important sources. This is a study of the continental territory only, between 1859 and 1881. The Primary School was understood as a place of education and instruction. As a place to educate future generations, it is object of polemics and attempts of appropriation by divergent interests. During the period in study, of strong administrative centralization, the State has always tried to control the educational activity, more the education than the instruction, making difficult the opening of private schools. The inspections are an instrument of that control, affirmation of the new power of the ascending bourgeoisie. However, neither having resources to support enough schools, nor having administrative capability to impose what they decreed, the successive liberal governments allowed the private schools, although they were aside the legislative rule. These schools exist and function according to the demand, reflecting the different expectations and social needs. On that account they form rather heterogeneous groups, trying to reduce the lacunas of the state schools
