Abstract

A Agenda 21 aprovada por todas as nações presentes na Cimeira da Terra (Rio de Janeiro, 1992) salientava no seu capítulo 28 a relevância dos poderes locais como nível de governação de maior proximidade e o seu ―papel vital na educação, mobilização e preparação dos cidadãos para promover o desenvolvimento sustentável‖ (CNUAD:1993:333). Quase duas décadas depois, cerca de 40% dos municípios e algumas freguesias portuguesas (21) aderiram à ideia de Agenda 21 Local (A21L) e desenvolvem iniciativas com o propósito de implementar a sustentabilidade local e contribuir para a sustentabilidade global. Daí que, na Conferência Nacional sobre Agenda 21 Local e Sustentabilidade – GLOCAL 2009 – realizada em Cascais a 23 e 24 de Setembro de 2009, se tenha procurado reflectir sobre potencialidades e constrangimentos dos processos políticos, económicos e sociais de implementação das A21L no contexto português, apontando-se alguns elementos que se têm evidenciado como peças imprescindíveis para garantir o sucesso, a viabilidade e a continuidade destas iniciativas no terreno.
