Abstract

The Internet the way it is used today, is a catalyst of rights and duties, and as such deserves to be analyzed. The first point to be considered is the Freedom of Expression and its inter-relationship with the Internet, through the analysis of the possibilities of restrictions on Internet content, assigning responsibilities of internet service providers, as well as highlighting cyberattacks and the need for state intervention to ensure access and infrastructure to the Internet.
