Abstract

Concerning the study of Duarte Pacheco´s Legacy, this research aims to contribute towards the clarification of the political decision, the technical conception and the reality of public equipment building process that integrated a major program defined and coordinated by the politician himself from 1925 till 1943. Confining the study to areas such as Urbanism, Architecture and Heritage in the 20th century second quarter Portuguese scenario, and applying these three disciplines in six case-studies, the analysis of Duarte Pacheco´s legacy appears clarified in its three evolutionary stages: the law, the project and the concrete reality. Taking in consideration Duarte Pacheco´s political performance and high lightning his thought and method in four cabinets, namely, as Lisbon School of Technical Engineering Director (IST), as Lisbon Local Council Mayor, as Education Minister and as Public Equipments and Transports Minister, the politician legacy steps forward bringing a new perspective vividly represented in the amount of documentation that clarifies how a team of town planners, architects, engineers and artists reached, in no more than eighteen years, the achievement of building a country´s new landscape.

Esta dissertação aborda a Obra Pública empreendida por Duarte Pacheco e tem como principal objectivo contribuir para a clarificação do processo de concepção e concretização de todo um programa coordenado pelo político de 1925 a 1943. Referenciando o universo de estudo ao Urbanismo, Arquitectura e Memória Patrimonial no contexto português ao longo do período considerado e com base na sua aplicação a seis estudos de caso, analisa-se no legado do político a relação entre o decreto, o projecto e o concreto. Considerando o modo de actuação de Duarte Pacheco e identificando o seu método de trabalho em áreas tão distintas quanto a direcção do Instituto Superior Técnico, a Câmara Municipal de Lisboa, o Ministério da Instrução Pública e o Ministério das Obras Públicas e Comunicações, o legado do político surge numa nova perspectiva, possível através da recolha de uma parcela importante de informação que clarifica o tempo, o modo, os serviços e os agentes que no espaço de dezoito anos modificaram a paisagem do país.
