Abstract

Trata-se de um trabalho de investigação académica, em que se procura aprofundar a mediação efectuada pelos Estados Unidos da América no conflito entre Israel e a Palestina no período compreendido entre as duas intifadas, i.e 1987 – 2000. Num conflito que dura há já cem anos, estes foram aqueles em que a comunidade internacional para ele despertou, teve esperança na sua resolução e para ele adormeceu. Neste lapso de tempo verifica-se de igual forma uma alteração profunda na ordem internacional: do bipolarismo existente desde o final da Segunda Guerra Mundial em que o mundo se dividia em duas forças: uma organizada em torno da NATO, liderada pelos EUA; outra em torno do Pacto de Varsóvia, liderada pela URSS; passa-se a uma hegemonia norte-americana. Mas esta alteração na Ordem Internacional não significa que tal se tenha verificado nas Ordens Regionais. Os Estados Unidos da América que desde a criação do Estado de Israel desempenham um papel de relevo no Médio Oriente, com este advento, passam a ser o único actor numa peça que se transformou em monólogo. Apologistas da democracia dotada de valores liberais e humanísticos, que arrogam lhes conferir o direito de interferir de forma veemente em diversos conflitos na região, constatamos que neste tal não acontece. Por isso se pretende questionar a sua forma de actuação. Sendo a mediação a forma de excelência na resolução pacifica dos conflitos internacionais, cabe questionar o porquê de terem falhado os seus objectivos, quando apenas eles exerciam essas funções. É certo que foi a vontade das partes que criou o conflito e o alimentou, mas terá sido também ela que inviabilizou a paz? Procuramos perceber com rigor até que ponto a mediação internacional pode manter e perpetuar um conflito.

An academic research work, meant to probe the mediation process made by the United States of America (USA) over the conflict between Israel and Palestine, during the period of time compromised by the two Intifadas (i.e. 1987 – 2000). On a conflict that wages for over a hundred years, these were those in which the international community woke to, hoped for resolution, and then fell asleep. In this slip of time we can verify a profound change on international order: from the bipolarism remnant of World War II, where the world was divided into two forces (one organized by the NATO, led by the US; the other rendering the Warsaw Pact, led by the URSS); to a North American hegemony. But this alteration on the International Order doesn’t necessarily stand for the Regional Orders. The USA, who portrayed a relevant role in the Middle East since the creation of the State of Israel, with this advent, became the sole actor in a play steadily becoming a monologue. Apologist of a democracy gifted with human and liberal values, constantly arrogating that right to vehemently interfere on various regional conflicts; we find this case to be an exception. Thus we intend on questioning their course of action. Since mediation is the form of excellence when it comes to pacific resolution to international conflicts, one has to question how they could fail their objectives, when only they could uphold those functions. Certainly it was the will of both parties that created and fed the conflict, but could it same reason be neutralizing peace? We seek to understand with rigor to which point can international mediation can maintain and perpetuate a conflict.
