Abstract

A presente dissertação tem como objetivo investigar a plausibilidade da ideia de uma diplomacia cultural independente, isto é, desprovida dos interesses políticoeconómicos dos Estados, passando a existir um maior protagonismo das estruturas do terceiro setor. Ao longo deste trabalho percorre-se a bibliografia existente sobre diplomacia cultural onde se regista uma proliferação de interpretações diferentes, procedendo-se à delimitação de uma definição operacional do termo que foi usada ao longo do trabalho. A análise de fenómenos entreligados como diplomacia, intercâmbio e comunicação cultural exige uma contextualização de várias realidades. Nesse sentido, recorre-se aos estudos culturais, políticos, económicos e sociológicos, analisando conceitos chave, tais como identidade cultural, políticas culturais, indústrias culturais e valor cultural. O nosso interesse e o nosso ângulo de análise nesta tese recai sobre a diplomacia cultural como prática entre atores independentes do terceiro setor, auto-organizados e sem agendas políticas, dado que neste campo ainda não há estudos suficientes. No final do segundo capítulo, realiza-se um estudo de caso, sobre a Trans Europe Halles, uma rede que junta centros culturais independentes da Europa. Partindo de um exemplo bem sucedido de cooperação cultural independente procede-se à justificação da possibilidade (necessidade) de existência de uma diplomacia cultural independente.

Abstract: The aim of this dissertation is to investigate the plausibility of the idea of an independent cultural diplomacy, deprived of political and economic interests of the State, allowing a major prominence of the Third sector structures. Along the dissertation, we revise the existent bibliography on cultural diplomacy where we register a proliferation of different interpretations, thus proceeding to delimitation of a working definition of the term to be used in this work. An analysis of interconnected phenomena such as diplomacy, exchange and cultural communication demand a contextualization of different realities. In this sense, we turn to cultural, political, economic and sociological studies, analyzing the key concepts such as cultural identity, cultural politics, cultural industries and cultural value. Our interest and analytical perspective of the dissertation focus on cultural diplomacy as a practice between independent and self-organized Third sector actors without political agendas, given the fact that there are still little studies in this domain. At the end of the second chapter we include a case study of Trans Europe Halles, a European network of independent cultural centers. Taking a successful example of independent cultural cooperation, we proceed to defend the possibility (necessity) of the existence of independent cultural diplomacy.
