
At times, institutions become aware of their risks, not always identified, arising from surrounding constraints. Careful piloting of the problem seeks to clarify and rationalize strategic responses. In the case of the UN, so many times conditioned by the decisions or indecisions of the Security Council, it is not the first time that the Secretariat aims at liberating itself from such constraints. This theme, pertaining to the strategic options, is evaluated in this paper together with serious budgets weaknesses, a gap between society at large and the Government, a gap whose absence in the polls helps to access, increasing social fractures, and accelerated change in the cultural composition of a population without any answers pertaining to inclusive policies.
As instituições por vezes pressentem os riscos, ainda mal identificados, que nascem no ambiente em mudança que as rodeia, e uma pilotagem atenta procura ver claro e racionalizar as estratégias de resposta. No caso da ONU, tantas vezes fixada nas decisões ou indecisões do Conselho de Segurança, não é a primeira vez que o Secretariado procura libertar-se desse constrangimento. É com fragilidades orçamentais inquietantes, com afastamento entre a sociedade civil e o aparelho governativo, afastamento que a abstenção eleitoral ajuda a medir, com fracturas sociais que se avolumam, com uma acelerada mudança da composição cultural da população sem resposta de políticas inclusivas, que este tema das opções estratégicas é avaliado.
