Abstract

El Derecho Humano al agua es indispensable para una vida digna y la realización de otros Derechos Humanos. Casi 900 millones de personas carecen de acceso al agua potable segura y 2500 millones, el 40% de la población mundial, no dispone de saneamiento mejorado. La falta de acceso al agua y al saneamiento tiene un enorme coste humano, en términos sociales y económicos. El Derecho Humano al agua está incluido implícita o explícitamente en diversos tratados y declaraciones internacionales. Así el Derecho Humano establece que toda persona tiene derecho a un nivel de vida adecuado que le asegure la salud y el bienestar, incluida la alimentación y la vivienda. La realización de este Derecho es imposible sin el acceso a una cantidad mínima de agua. Numerosos Tratados, Convenciones y Cartas protegen este Derecho del que depende la realización efectiva de otros Derechos, si bien estamos lejos de su aplicación efectiva.------------------------------------------------------------------The Human Right to water is indispensable for a worthy life and the accomplishment of other Human Rights. Almost 900 million persons lack access to the drinkable and sure water and 2500 millions, 40 % of the world population, has not a basic support to acces to sure water. The lack of access to the water and to the reparation has an enormous human cost, in social and economic terms. The Human right to the water is included implicitly or explicitly in diverse agreements and international declarations. This way the Human right establishes that every person has rightly to a suitable standard of living that assures the health and the well-being him, included the supply and the housing. The accomplishment of this right is impossible without the access to a minimal quantity of water. Numerous Agreements, Conventions and Charts protect this right on which there depends the effective accomplishment of other rights, though we are far from his effective application.
