Este artículo identifica la lógica normativa interna de los principios generales y de aplicación de la Asignación Universal por Hijo, la transferencia monetaria condicionada más importante de Argentina. A través del análisis de su justificación general y de sus reglas operativas, se muestra que tanto las condicionalidades como su fuente de financiación son exigidas por el Igualitarismo de la Suerte como forma de mitigar el impacto de la suerte y asegurar que las desigualdades económicas y sociales dependan de elecciones individuales. El carácter monista con el que el Igualitarismo de la Suerte concibe a la igualdad de oportunidades permitirá explicar los diversos problemas morales que acarrea la AUH y señalar algunas guías igualitaristas para su eventual modificación.
This paper identifies the internal normative rationale that justifies the general principles and the operative rules of the Asignación Universal por Hijo, the largest conditional cash transfer in Argentina. The analysis of its general justification and its practical rules will show that both its conditionalities and funding are demanded by Luck Egalitarianism as a way of mitigating the impact of pure luck and guaranteeing that social and economic inequalities arise only from individual choices. The monist perspective that Luck Egalitarianism adopts regarding equality of opportunities will explain the different moral concerns that the AUH carries and it will indicate some egalitarian guidelines for its eventual modification.
