Abstract

Auch im Jahr 2000 wird die Schwarzarbeit in Deutschland weiter zunehmen; während man für das offizielle BIP einen Zuwachs von 2,7% erwartet, wird die informelle Wirtschaft um 6,8% zunehmen und das Volumen der Schwarzarbeit wird im Jahr 2000 auf 640 Mrd. DM geschätzt. Diese Ergebnisse zeigen, dass im langfristigen Trend die Schwarzarbeit sicherlich der am stärksten wachsende Wirtschaftszweig in Deutschland ist. Eine erfolgsversprechende Wirtschaftspolitik zur Bekämpfung der Schwarzarbeit wird an den Ursachen ansetzen müssen. Diese sind der zunehmende Druck von Steuern und Abgaben und die zunehmende Regulierung in der offiziellen Arbeitswelt. Vorschläge hierzu wären die konsequente Anwendung des Luxemburger Modells und eine Umstellung der Wohnbauförderung auf den Faktor Arbeit.
