Discriminación étnica en Bolivia: Examinando diferencias regionales y por nivel de calificación

Abstract

This paper studies the magnitude and variation of ethnic discrimination accross different schooling and geographical niches of the Bolivian labor market. We find that ethnic wage differentials in the Altiplano region are associated with productivity differentials between the indigenous and non-indigenous population, and not with labor market discrimination. However, ethnic discrimination is significant –and in fact more important– than productivity differentials in the Llanos and Valle regions. In addition, we find that ethnic discrimination is more important than productivity differentials in explaining ethnic wage differentials among university graduates, although productivity differentials are more important than discrimination in explaining ethnic wage differentials among workers of lower schooling. Although discrimination and productivity effects have different importance in explaining ethnic wage differentials across different geographical and schooling niches of the Bolivian labor market, a significant part of the overall ethnic wage gap is associated with differences in human capital endowments between both populations. Accordingly, reducing these human capital gaps should lead to a significant reduction in earnings disparities between the indigenous and non indigenous populations in Bolivia.

Utilizando la encuesta de Mejoramiento de las Condiciones de Vida (MECOVI) del año 2002 este trabajo estima la discriminación étnica en el área urbana de Bolivia, separando la muestra entre zonas geográficas y entre trabajadores de distinta calificación. El análisis desagregado por zona geográfica muestra que la discriminación en el Altiplano es poco relevante para explicar la brecha de ingresos, mientras que en la zona de los valles y del Llano la discriminación es más importante que las diferencias de productividad entre trabajadores. Por otro lado, al separar la muestra entre profesionales y no profesionales se encuentra que en el primer caso la discriminación es más importante que las diferencias de productividad para explicar la brecha de ingresos, mientras que en el segundo caso lo son las diferencias de productividad entre indígenas y no indígenas. En resumen, los resultados de este trabajo muestran, por una parte, que las brechas de salarios entre grupos étnicos a menudo corresponden mayoritariamente a diferencias en dotaciones de capital humano entre dichos grupos y, por otra, que la discriminación laboral por origen étnico posee distinta intensidad en los distintos nichos de calificación y geográficos del mercado laboral.
