Abstract

Monetary compensation packages are central HR-elements in the reformative efforts of public or ganizations. But performance oriented payments are bound to prior performance appraisals. Therefore this report discusses basic elements and requirements of performance appraisal instruments and introduces the LBB-SYS (Leistungsbeurteilungs- und -bewertungssystem) as an example. The empirical part of the report features reliability measures (internal scale consistencies, inter-rater-reliabilities and retest-reliabilities) as well as the results of a confirmatory factor analysis to examine the validity of the multi-dimensional appraisal system.

Ein zentrales personalwirtschaftliches Steuerungselement im Reformprozess öffentlicher Organisationen ist der verstärkte Einsatz materieller Anreizsysteme. Die Vergabe von Leistungszulagen hat jedoch Leistungsbeurteilung en zur Voraussetzung. Der Bericht diskutiert Anforderungen an Instrumente zur Leistungsbeurteilung und stellt mit dem Leistungsbeurteilungs- und -be wertungssystem LBB-SYS ein solches Instrument vor. Empirisch wird die Verlässlichkeit (zeitpunktbezogene interne Konsistenz, Inter -Rater-Reliabilitäat und Retest-Reliabilität) und die faktorielle Gültigkeit des mehrdimensionalen Beurteilungssystems geprüft.
