Industrial policy and repressed structural change in West Germany

Abstract

This paper examines the impact of external and internal protection on the speed of structural change in West Germany. It provides detailed statistical information on tariffs and subsidies for 31 different industries. The impact of these measures is analysed by a modified version of the concept of effective protection. It is demonstrated that industrial policy in West Germany is increasingly concentrated on the conservation of Ricardo industries. In consequence, the speed of structural change is substantially reduced.
