La "economía política" de la regulación del uso del suelo agrícola

Abstract

En Argentina han surgido iniciativas cuyo objetivo es restringir el menú de opciones contractuales que pueden ser elegidas por dueños de tierra y arrendatarios agrícolas. Asimismo, y en respuesta a preocupación por la creciente importancia de la soja (que algunos clasifican como “negativa” para la conservación de suelos) en la producción de granos, otras iniciativas apuntan a condicionar que tipo de planes productivos pueden ser elegidos por los productores. Este trabajo describe algunas de las características de estas iniciativas, y presenta un análisis preliminar de las fuerzas que subyacen tanto a la oferta como de demanda de legislación de este tipo.

During the last decades initiatives have been presented in Argentina the results of which – if implemented – would be constraints on contractual options available to landowners and tenants. Similarly, as a response to the increased importance of soybeans (which some classify as “soil depleting”) in grain production, other initiatives aimed at conditioning the types of production plans that may be chosen by farmers. This paper describes some of the characteristics of these initiatives, and presents a preliminary analysis of the forces underlying both the supply as well as the demand for this type of legislation.
