Die Zuverlässigkeit von Budgetprognosen in den neuen EU-Staaten

Abstract

Nach dem wahrscheinlichen Beitritt Sloweniens zur Eurozone im Januar 2007 wird in den kommenden Jahren über die Anträge weiterer neuer EU-Staaten auf Euro-Einführung zu entscheiden sein. Unter den Konvergenzkriterien, die vor Eintritt in die Europäische Währungsunion zu erfüllen sind, sind die fiskalischen Kriterien besonders schwierig zu beurteilen. Die Erfahrungen mit Altmitgliedern wie Griechenland haben deutlich gemacht, dass offizielle Defizit- und Schuldenstandsdaten nicht immer ein zutreffendes Bild vom Zustand der öffentlichen Finanzen eines Landes zeichnen. Vor diesem Hintergrund hat sich das ZEW in Zusammenarbeit mit dem Osteuropa-Institut in München in einer Studie unter anderem mit der Frage beschäftigt, inwieweit die Haushaltspolitik der neuen Mitgliedstaaten als transparent und berechenbar eingeschätzt werden kann.
