Abstract

Der demografische Wandel stellt auch die Regionalplanung vor neue Herausforderungen. Brauchen wir noch neue Siedlungsflächen, wenn die Menschen weniger, älter und "bunter" werden oder sind regionale Entwicklungsstrategien erforderlich, um den interkommunalen Wettbewerb um Wanderungsgewinne zu vermeiden? Kann und soll Regionalplanung hier steuernd eingreifen und reichen die bestehenden Instrumentarien noch aus? Neben der Siedlungsflächenentwicklung stehen auch Erhaltung und Nutzung der wertvollen Infrastruktur in der Diskussion. Angesichts der zum Teil dramatischen kommunalen Haushaltslagen muss hier eine neue Bewertung der Infrastrukturkosten erfolgen, die eine zusätzliche Entscheidungsgrundlage bei der Planung neuer Siedlungsflächen werden könnte. Infrastruktureinrichtungen müssen sich auf die zentralen Siedlungsbereiche konzentrieren. Für die Lösung der zahlreichen nicht nur demografiebedingten regionalen Probleme muss die bisherige Regionalplanung weiterentwickelt werden zu einer regionalen Entwicklungspolitik, die den Akteuren mehr Handlungsspielräume und mehr Selbstverantwortung in der und für die Region bietet. Für diese umfassendere, strategisch ausgerichtete Aufgabenstellung muss die Regionalplanung - auch im neuen Landesentwicklungsplan - so gestärkt werden, dass sie die interkommunale und regionale Zusammenarbeit intensivieren und fördern kann.

Demographic change poses a challenge to regional planning. Do we still need new residential areas when the population is declining and aging and society is becoming increasingly diverse through migration? Or do we require regional strategies to avoid intermunicipal competition for migration? Should and can regional planning intervene here and are existing tools sufficient? Discussion extends beyond the growth of residential areas to include consideration of the conservation and use of valuable infrastructure. In the light of the financial situation of many municipalities, the costs of infrastructure must be reappraised in order to create a new basis for decision making when planning new residential areas. Infrastructure facilities must be concentrated in central settlement areas. In order to solve the many, not only demographically related, regional issues, existing regional planning has to be further developed into a regional development policy which provides actors with more scope for action and more responsibility for the region. For this strategic task, regional planning must be strengthened - also in the new state development plan - to intensify and promote regional cooperation.
