O Associativismo Como Motor do Desenvolvimento Local

Abstract

O Algarve era em 2013 a região do país com menor expressão do associativismo juvenil. Factores como o crescente aumento do desemprego traduziram-se no aumento da emigração. Será possível encontrar no associativismo uma resposta para o desenvolvimento inteligente, sustentável e inclusivo das regiões e assim encontrar respostas cabais aos desafios do poder local? Que pressupostos estão na base da coletivização e envolvimento dos cidadãos na condução dos destinos públicos e políticos dos seus territórios? Ao mesmo tempo, importa descobrir que factores estão na génese deste fenómeno sociológico e que soluções se propõem para estimular e profissionalizar uma das virtudes e oportunidades que a III República proporcionou – a liberdade de associação. Estabelecidas as bases sobre as quais podemos operar, definimos uma estratégia e uma metedologia que permite a qualquer grupo de cidadãos, segundo a sua área de interesses e especializações, concretizar soluções específicas para os desafios e para as causas que decidirem perseguir.

In 2013, Algarve was the less developed region of Portugal in matter of young associations. The uprising unemployment led to a substantial increase of emigration. Is it possible to find in this subject a consistent answer to the challenges in local power institutions? What assumptions are in the foundations of the collectivization and engagement of citizens in the leading of public and political drive of their territories? At the same time, it matters to find out what factors may be in the origin of this sociological phenomenon and come up with solutions to stimulate and to professionalize one of the most significant virtues and opportunities that the III Republic brought – the freedom of association. Founded the bases above the ones we can labor on, we designed a strategy and a methodology that allows any group of citizens – according with their interests and expertise - to develop specific solutions to any challenges or causes that they may pursue.
