Abstract

Esta dissertação pretende compreender e analisar os desenvolvimentos mais recentes relativos aos mecanismos de governança europeia no combate ao crime organizado transnacional. Baseada nas teorias da cooperação e integração regional, esta dissertação explora de forma critica o fenómeno do crime organizado no espaço europeu, com um enfoque específico na forma como a União Europeia tem vindo a combater as suas manifestações mais relevantes e a mitigar as suas consequências mais nefastas para a segurança regional. Desta forma procedemos a duas analises: A primeira consiste na análise do fenómeno do crime organizado transnacional, da sua evolução e das suas encarnações históricas que põe em causa a segurança internacional; A segunda consiste na análise dos processos de tomada de decisão na União Europeia e a forma como esta compreendeu a emergência do crime organizado e criou os mecanismos que permitem combater esta ameaça dentro das suas fronteiras, através de processos de cooperação e de entreajuda entre os Estados Membros.

This dissertation pretends to comprehend and analyze the new developments of the European governance mechanisms on the fight against transnational organized crime. Based on cooperation and regional integration theories, this dissertation explores, in a critical way the organized crime phenomenon in the European space, with special focus in the way how the European Union has been fighting the most relevant manifestations and mitigating its deadliest consequences, for regional security. This way, we proceed to two analyses: The first analysis relies on the phenomenon of transnational organized crime, its evolution and its historical incarnations which harms the international security. The second analysis relies in the processes of the European Union decision-making, how it understands the organized crime emergency and created the mechanisms that allows it to fight the threat inside European frontiers, through processes of cooperation and help between the Member States.
