The beginning of the twentieth century have marked the transition within Fonte da Telha’s character, from a territory with no record of human intervention, to an unqualified urban agglomeration of illegal genesis, originated by the immense housing settlement of fishermen's families, on unallocated land. The disorderly occupation resulting from this genesis and the lack of regulation intensified over time, eventually causing a deterioration of the natural structure’s landscape which characterizes the territory, culminating in a fragmented urban network, accentuated by the failure of connections to the city. This phenomenon causes a series of physical and visual conflicts, and a decrease in the quality of life of the residents and visitors, in an exponential tourist and bathing context, with no apparent capacity to respond to their needs. “Entre Planos” means the potential that the place consecrates, being justified the opportunity for requalification and revitalization, through the rehabilitation of the existing urban composition. Then, within the theme, an attempt is made to enhance the nautical memory and identity, and its relationship with a regenerated natural heritage, in the privilege of pedestrian urban relations within the territory and with the surrounding environment. The project manifests itself through the layout of a main promenade capable of unifying the area of intervention in its extension, and its intersection with physical and cultural routes, with a rehabilitated main square, with the design of a multifunctional equipment, in a gesture of consolidating the image of the place.

O início do século XX haverá assinalado a transição do carácter da Fonte da Telha, de um território sem registo de intervenção humana, para um aglomerado urbano desqualificado de génese ilegal, originado pelo assentamento habitacional desmesurado de famílias de pescadores, em terrenos não loteados. A ocupação desordenada decorrente desta génese e da ausência de regulação intensificada ao longo do tempo, acabou por provocar um desgaste da paisagem de uma estrutura natural que tanto caracterizam o território, culminando assim numa malha urbana fragmentada, acentuada pela falha de conexões para com a envolvente. Este fenómeno provoca uma série de conflitos físicos e visuais, e um decréscimo da qualidade de vida dos moradores e visitantes, num contexto turístico e balnear exponencial, sem aparente capacidade de resposta às suas necessidades. Em “Entre Planos” entende-se o potencial que o lugar consagra, sendo justificada a oportunidade de requalificação e revitalização, através da reabilitação da composição urbana existente. Procura-se então, dentro do tema, um enaltecimento da memória e identidade náutica, e a sua relação com um património natural regenerado, no privilegiar das relações urbanas pedonais no território e para com a envolvente que o rodeia. O projeto manifesta-se através do traçado de uma promenade principal capaz de unificar a área de intervenção na sua extensão, e a sua intersecção com percursos físicos e culturais, com uma praça principal reabilitada, com o desenho de um equipamento multifuncional, num gesto de consolidar uma imagem do lugar.
