O papel instrumental da Arquitetura na produção da Habitação Coletiva na constrituição social do restelo

Abstract

The opening statement – “the lack of a city” - is here perceived as both the research motto and a support for the argument developed in this thesis. The idea of a “presupposed absence” translates the uneasiness suggested by the place, a housing neighbourhood predominantly collective named Alto do Restelo, and develops itself from the acknowledgment of a relatively homogeneity in its social composition. In light of an historic and political interpretation, it is attempted to understand the various reasons why the neighbourhood evolved towards the gradual reduction of a certain diversity of its inhabitants. It will then be essayed a typological proposal, supporting the relatively deconstruction of that condition. The project develops here as an ambivalent exercise, conveying an attempt of an antithesis. It not only collects references and establishes a relatively continuity, but is also in the quest of a counterpoint judged necessary. Restelo manifests itself in this research as a place of observation and experimentation of the questions addressed, portraying the stated lack of a city. The EPUL project by Teotónio Pereira and Nuno Portas proves today the limit of the role played by architecture in the constitution of the city, in which the appropriation of the building transcends the ideological control and demonstrates the inability to refute, by itself, the gentrification process and real estate speculation. In this context, it is witnessed the generalization of the contemporary way of life, characteristically self-centred, which circumscribes the living experience of a home to the private sphere, constraining potential neighbourhood relations and refusing the sense of collective belonging that public and transitional spaces promote. Admitted the limitation of the architectural device in conforming the purpose of appropriation, nonetheless, the quest is to achieve a collective housing predominantly collective, which understands the social and cultural diversity and inclusion of its inhabitants, and promotes a renewed “relationship with the street”. Ultimately, envisioning the coexistence of a neighbourhood, contributing to an increasing heterogenous community. It is considered that the flexibility of the domestic space is recognized to promote a freer and more spontaneous appropriation, and also a porous scope in the transition between home interior and collective spaces, are contributors of an eventual acquaintance among groups of less standardized social origins. With that purpose, it is essayed in this proposal, within a context of housing produced in series, ways to materialize in a reasonable domain the adaptation of the needs and changes that appanage individuals’ lives

O enunciado de partida – “a falta de cidade” – é aqui entendido como mote de pesquisa e como suporte para o argumento desenvolvido na tese. A ideia de uma “pressuposta ausência” traduz a inquietação sugerida pelo lugar, bairro de habitação predominantemente coletiva designado por Alto do Restelo e desenvolve-se a partir da constatação de uma relativa homogeneidade na sua composição social. À vista de uma interpretação histórica e política, tentam compreender-se as razões pelas quais o bairro evoluiu no sentido da anulação progressiva de uma certa diversidade de ocupação. Será depois ensaiado, através da concretização de uma proposta tipológica, um contributo para a (relativa) desconstrução dessa condição. O projeto desenvolve-se aqui como exercício ambivalente, pois se colhe referências e estabelece uma relativa continuidade com o edificado a montante, procura à revelia um contraponto julgado necessário, veiculando uma tentativa de antítese. O Restelo manifesta-se na investigação como objeto de observação e experimentação das questões abordadas, figurando a declarada falta de cidade. O projeto da EPUL de Teotónio Pereira e Nuno Portas evidencia hoje os limites do papel representado pela arquitetura na constituição da cidade, em que a apropriação do edifício transcende o controlo ideológico e demonstra na impossibilidade de contrariar, por si só, o processo de gentrificação e especulação imobiliária. Neste contexto, assiste-se à generalização de um modo de vida contemporâneo, caracteristicamente individualizado, que circunscreve a vivência da casa à esfera privada, constrangendo potenciais relações de vizinhança e recusando o sentido coletivo que os espaços públicos e de transição promovem. Admitidos os limites do dispositivo arquitetónico em conformar um desígnio de apropriação, não obstante, procura-se a concretização projetual de um conjunto edificado com uma dominante de habitação coletiva que compreenda a diversidade social e cultural de quem habita, e promova uma forma revisitada de “relação com a rua”, idealizando a convivência de vizinhança e a contribuindo para um acréscimo de heterogeneidade do bairro. Considera-se a flexibilidade do espaço doméstico promotor de uma apropriação mais livre e espontânea, e também um âmbito poroso na transição entre o interior doméstico e os espaços coletivos, como contributos para a eventual coexistência de grupos de origem social menos padronizada. Para o efeito ensaiam-se no projeto da casa, possibilidades para materializar um domínio razoável (no contexto de uma habitação produzida em série) de adaptações às necessidades e mudanças que são apanágio da vida do(s) indivíduo(s).
