Abstract

ABSTRACT This dissertation seeks to understand the discussion of the implementation of an antiterrorism legislation in Brazil by analyzing its various points of view while considering the ability of the country to adopt this type of defense. For that reason, the research aims to have a look into the antiterrorism/counterterrorism policies of the top three countries in South America, which already hold an antiterrorism/counterterrorism policy based on past experiences of terrorism: Argentina, Peru and Colombia. The survey also covers all major terrorist events witnessed in Brazil, as means to contextualize the understanding of the defense capability and antiterrorist laws’ implementation. This study uses certain operational concepts in order to present an effective depiction of the current discussion

RESUMO Esta dissertação procura entender a discussão da implantação de uma legislação antiterrorismo no Brasil, analisando os seus diversos pontos de vista quanto à capacidade do país em adotar este tipo de defesa. Para tanto, a pesquisa propõe traçar um quadro sobre os três principais países da América do Sul, que já possuem uma política antiterrorista/contraterrista baseado em experiências passadas de terror: Argentina, Perú e Colômbia. A pesquisa aborda também todos os principais eventos terroristas presenciados no Brasil, servindo como contextualização para traçar o quadro brasileiro sobre capacidade de defesa e implantação de leis antiterroristas. O estudo incorre na utilização de alguns conceitos operacionais para apresentar um quadro significativo e atual sobre a discussão.
