Abstract

O propósito fundamental do trabalho é analisar o papel que as Empresas Francas vêm desempenhando na captação e fomentação de Investimentos Directos Estrangeiros (IDE) no caso concreto de Cabo Verde e, consequentemente, a forma como têm impulsionado o seu desenvolvimento económico e social. Cabo Verde é um pequeno Estado em desenvolvimento, acabado de sair da situação de País Menos Avançado, (PMA), que apostou, a partir da democracia e do pluripartidarismo, na abertura dos seus mercados, incentivando o investimento estrangeiro, como forma de alcançar um desenvolvimento económico sólido. Uma das formas encontradas para impulsionar tal desenvolvimento foi o estabelecimento de Empresas Francas no país, concedendo-lhes determinados benefícios fiscais e alfandegários, que, aliados à estabilidade política que se vive no país, se perspectiva ser um grande atractivo para as empresas que pretendem rever ou expandir a sua esfera de actuação.

The main purpose of this paper is to study the real role of free enterprises are having in attracting Foreign Direct Investment (FDI) in Cape Verde and, consequently, the form how they have found their economical and social development. Cape Verde is a small and undeveloped state, which after a democratic regime and the multi-partidarism, has adopted an open market strategy to incentive the FDI and has achieved one solid economical development. One way to development was the establishment of free enterprises in this country, and give some fiscals and customs incentives, witch combined with the political stability, that’s happening in the country, it’s to be a big attractive to the enterprises who pretend review or increment his actuation area.
