Abstract

Os sistemas de protecção social pública em vigor nos países desenvolvidos, conhecem hoje problemas varios, designadamente de ordem, demográfica, social e económica, os quais se reflectem, em geral, na forma de inadequação dqs respectivos modelos de financiamento. Neste trabalho, faz-se um estudo das relações -de causalidade que se estabelecem entre aquele conjunto de problemas e os seus efeitos nos sistemas de protecção social pública, sobretudo ao nível do seu financiamento. Procede-se, em primeiro lugar, ao diagnóstico do problema, discutindo-se depois os fundamentos teóricos da intervenção dò Estado a este nível, relacionándo-os com a lógica bismarckiana ,ou beveridgiana subjacente a essa intervenção. Aprofunda-se a, história da protecção social, designadamente na sua componente pública, procurando, quer a identificação de um "tronco-comum" para os sistemas existentes (nomeadamente os europeus), quer ainda por forma a ali encontrar elementos qué ajudem a uma melhor, compreensão dos seus problemas actuais e hipotética inviabilidade, de longo prazo. A interpretação da evolução histórica recente, leva-nos a concluir que os sistemas actuais tendem, a convergir para um "Welfare-Mix" em que o papei dó Estado se reduz, tendência que muito deve aos referidos problemas conducentes à inadequação dos sistemas de financiamento tradicionalmente baseados numa lógica de repartição, impondo-se actualmente a transição gradual e parcial para uma lógica de capitalização naquele financiamento, a qual será menos,exposta a pressões de ordem demográfica. Por último, conclui-se que a dimensão económica da crise que afecta os sistemas de protecção social pública terá sido excessivamente dramatizada, dado que as novas teorias do crescimento económico defendem perspectivas favoráveis para esse crescimento a longo prazo, o que acontecerá por via da endogeneização da tecnologia pelo modelo de crescimento económico, perspectivando-se portanto para aqueles sistemas um futuro melhor por via do efeito estabilizador decorrente de maiores níveis futuros de crescimento económico.

Public social protection systems In developed countries are presently suffering from several problems, namely demographic, social and economic-ones, which are consequently reflected on the face of inadequate financing models. In this work we study the causality relationship established between that set of problems and its effects oh public social protection systems, in particular with respect to Its. financing. Firstly, we proceed with the diagnosis of the problem, then we discuss the theoretical, fundamentals of State intervention at the social protection level, relating them to the bismarcklan or beveridgran structure underlying that Intervention. Social protection'history has also been investigated, namely on its public component, particularly seeking, on the one hand, the identification of d common-basis for the existing systems (particularly the European Ones); and, on other, trying to find in the historical origins of social security helpful data for a better understanding of its present ' problems and hypothetical long run non-viability. Recent historical evolution reveals that present systems are currently converging towards a welfare mix with a smaller role for the State-. This trend is very much related to the problems mentioned above, which impacted on inadequate financing models, determining the necessity of a gradual and partial transition to a fully-funded basis on financing models, in order to lessen the exposure to demographic pressures. Finally, we come to the conclusion that the crisis affecting public social protection systems has been excessively dramatised. Considering that new economic growth theories are now looking forward to excellent perspectives of long run growth determined by an endogenous technology variable in an economic growth model, we can now expect a better future for those systems because of an automatic stabilising effect resulting from higher future levels of economic growth.
