Abstract

O presente trabalho identifica, sistematiza e analisa iniciativas de ocupação e participação cidadã em espaços urbanos de caráter vegetal. Pretende-se assim explorar a capacidade que iniciativas deste tipo têm na criação e/ou transformação dos espaços urbanos. Em particular são consideradas iniciativas que envolvem matéria viva, de caráter temporário ou mais permanente, e que tanto podem valorizar terrenos com a criação de jardins urbanos através de participação pública, como melhorar espaços através da organização ou ocupação em grupos ou de forma mais individual. Também é feita a proposta de como estas iniciativas podem ser observadas através de uma Rede, por estarem todas relacionadas com o envolvimento dos habitantes e serem espaços com matéria viva. Primeiro será feito um enquadramento de algumas iniciativas que surgiram no século XX. Em segundo lugar serão apresentadas iniciativas recentes em algumas cidades europeias e as suas caraterísticas. Por último, serão mapeadas, sistematizadas e analisadas as iniciativas identificadas na cidade de Lisboa entre 2011 e 2021. O trabalho pretende participar no atual debate acerca do uso e transformações do espaço público urbano. Desta forma, torna-se importante olhar para estes espaços urbanos, que resultam de várias iniciativas, transformações e usos, como perspetiva para o futuro e novas oportunidades de estar, viver e planear as cidades.

The present work identifies, systematizes, and analyzes initiatives of occupation and citizen participation in urban spaces of vegetal character. It intends to explore the capacity initiatives of this type have in creating and/or transforming urban spaces. In particular, we consider initiatives involving living matter of temporary or more permanent nature. They might enhance spaces by creating urban gardens through public participation, or improve them through organization or occupation, either in groups or in a more individual manner. We also propose looking at these initiatives as a Network, as all of them are spaces with living matter and connected to the inhabitants involvement. First, a framework of some initiatives that emerged in the 20th century will be introduced. Secondly, recent initiatives in some European cities and their characteristics will be presented. Finally, the initiatives identified in Lisbon between 2011 and 2021 will be mapped, systematized, and analyzed. The work aims to participate in the current debate about the use and transformations of urban public space. In this way, it becomes important to look at these urban spaces, which result from various initiatives, transformations, and uses, as a perspective for the future and new ways to live and plan cities.
