Abstract

A presente dissertação analisa o financiamento climático enquanto ferramenta financeira na luta contra as alterações climáticas e na redução das emissões de gases de efeito de estufa. A investigação demonstra que o mundo está a atravessar uma fase decisiva devido às alterações climáticas e, para se ultrapassar esta fase crítica, é necessário financiar a mudança, através de medidas de adaptação e mitigação. No entanto, é fundamental adaptar as finanças aos desafios que se vivem, de modo a desenvolver recursos financeiros significativos. Deste modo, a investigação foca-se no estudo do financiamento climático como o passo necessário para enfrentar a mudança climática,; através da análise das instituições envolvidas, dos instrumentos financeiros utilizados e das limitações encontradas.

The present dissertation analyzes climate finance as a financial tool in the fight against climate change and the reduction of greenhouse gas emissions. Research shows that the world is going through a decisive phase due to climate change and, to overcome this critical phase, it is necessary to finance the change, through adaptation and mitigation measures. However, it is essential to adapt finances to the challenges we are experiencing, in order to develop significant financial resources. In this way, the research focuses on the study of climate finance as the necessary step to tackle climate change; through the analysis of the institutions involved, the financial instruments used, and the limitations encountered.
