Política social e governação integrada: o Programa Rede Social

Abstract

Social Policy takes a central place in contemporary society in promotion of social cohesion and well-being, seeking sustainable development through a system of public policies. Facing wicked social problems, networks emerge as an alternative in social organisation, seeking that interorganisational relationships translate into integrated governance, sustained by the stimulation of a climate of trust that enables the generation of social capital. We sought to characterise and analyse the governance model underlying the organisational network that constitutes the Social Network Programme, and to analyse its relevance to the development of social capital in the context of social policy. A predominantly qualitative study was developed, having been territorially delimited to the Social Network of Palmela. After an exploratory approach, observation and documentary research, an interview survey* (conducted to 24 respondents) was used, focusing on collaborative leadership, enlightened participation, quality communication and adequate evaluation. The analysis and discussion of the data allowed the convergence of the model with the analysed Programme to be verified. The Social Network is seen as fundamental to the leadership of entities and the organisation of resources in an effective and efficient way. However, facing scenarios of uncertainty and new challenges, of which the transfer of competencies and the pandemic are the most significant examples, constraints and opportunities for improvement are pointed out, allowing this public policy to be rethought in the instrumental, relational and strategic domains, anchored in trust.

A Política Social assume um lugar central na sociedade contemporânea na promoção da coesão e bem-estar social, procurando o desenvolvimento sustentável através de um sistema de políticas públicas. Perante problemas sociais complexos, as redes surgem como alternativa na organização social, procurando-se que as relações interorganizacionais se traduzam em governação integrada, sustentada na estimulação de um clima de confiança que permita gerar capital social. Procurámos caracterizar e analisar o modelo de governação subjacente à rede organizacional que constitui o Programa Rede Social, bem como analisar a sua relevância para o desenvolvimento de capital social no âmbito da política social. Foi desenvolvido um estudo de natureza predominantemente qualitativa, tendo sido delimitado territorialmente à Rede Social de Palmela. Após uma abordagem exploratória, observação e pesquisa documental, recorreu-se a inquérito por entrevista (realizado a 24 inquiridos) centrado na liderança colaborativa, participação esclarecida, comunicação de qualidade e avaliação adequada. A análise e discussão dos dados permitiram verificar a convergência do modelo com o Programa analisado. A Rede Social é entendida como basilar na liderança de entidades e organização dos recursos de forma eficaz e eficiente. No entanto, perante cenários de incerteza e novos desafios, de que a transferência de competências e a pandemia são os exemplos mais significativos, apontam-se constrangimentos e oportunidades de melhoria que permitem repensar esta política pública, nos domínios instrumental, relacional e estratégico, ancorada na confiança.
