Abstract

A inovação tecnológica é um factor determinante no aumento da produtividade, é uma fonte de crescimento empresarial, contribuindo ainda para um aumento da competitividade das empresas. A automação do processo de produção, baseada em sistemas computacionais, em estudo neste trabalho, apresenta grandes vantagens em processos de produção contínuos em grande escala. Os sistemas de controlo contribuem positivamente para o aumento da produção e melhoria da qualidade dos bens através da eliminação de erros humanos e optimização do processo produtivo bem como do consumo de matérias primas e energia. Sendo a inovação um elemento fundamental para a competitividade das empresas, a automação do processo de produção é uma medida usada pelas mesmas no sentido de ultrapassar os desafios a que estão sujeitas, como sejam a desactualização tecnológica, falta de especialização, aumento da preocupação com as questões ambientais e aparecimento de concorrentes com novos factores competitivos. Cabe às empresas e às instituições investirem em I&D, em informação e formação de modo a reagirem às oportunidades. De forma a ilustrar os temas conceptuais em estudo, estrutura de desenvolvimento tecnológico, interpretação do processo de inovação tecnológica e principais consequências da introdução de inovações ao nível da produtividade e competitividade, foi escolhida a indústria portuguesa de pasta para papel. É uma indústria tradicional portuguesa, onde nos últimos trinta anos foram adoptadas novas tecnologias na área de produção e que se depara com problemas de competitividade devido ao aparecimento de novos produtores e aumento de capacidade de produção de unidades já existentes noutros países com custos de produção mais baixos e tecnologicamente mais desenvolvidos. O sector é fortemente vocacionado para a exportação, devido à fraca utilização de pasta no mercado interno, pelo que as empresas recorrem à exportação de forma a terem uma dimensão mais adequada para aproveitamento das economias de escala. Por outro lado, para se manterem competitivas no mercado internacional têm de recorrer continuamente a estratégias de inovação.

Technological innovation is one of the major productivity factors, a source of empresarial growth and a contribution for the increase of companies' competitiveness. The process production automation based on computational systems, which is the case study of this thesis, has big advantages for large scale continuous production units. The control systems contribute in a positive way to a production increase and to better quality goods manufacturing, eliminating human errors and optimising the production process as well as energy and raw materiais consumption. Since being innovative is an important element for the companies' competitiveness, the process production automation is used as a tool for matching challenges such as technological obsoleteness, lack of expertise, environmental problems and competition with other companies. Companies and Institutions must invest in R&D, information and formation in order to respond to new opportunities. In order to illustrate these conceptual themes, the Portuguese pulp & paper industry was chosen. The development of the technological structure and the interpretation of the innovation process, as well as the main consequences from the introduction of innovations for competitiveness and productivity, are also discussed in this work. In this type of industry, considered to be a tranitional form of industry in Portugal, new technologies were introduced in the production arca in the last thirty years. It has faced competitive problems due to the entrance of new pulp & paper producers and the enlarging of existing production plants in other countries, facing lower production costs and technologically more developed. Yet, these firms are strongly specialised in exports, due to the small intemal market. On other hand, to be competitive in an international market they must continuously develop new innovation strategies.
