Abstract

Digital Government is a global trend that through innovation and modernization contributes to the improvement of public management. With a new vision, where the citizen is the central figure in the relationship with the State, the availability of information, the provision of services and social participation, all in digital media, are the new parameters of excellence in public service. The research listed the main Digital Government Maturity models and chose the one that could best represent the objectives of the Brazilian Public Ministry: to serve the citizen in various contexts and in the face of political and social pressures in a sustainable and effective way. With the choice of Tomasz Janowski's model where maturity in digital government is presented in four stages, this research analyzed the perception of the members of the Brazilian Public Ministry regarding the presence of these stages. The questionnaire developed for this purpose was applied in the institution and confirmed the presence of the 4 stages in different percentages. The results show a mature institution, with a high degree of technological infrastructure modernization. The study also pointed out relevant results with 68% of maturity perception in e-government - the stage that promotes the improvement of internal processes and enhances organizational efficiency. The innovations in e-governance that enhance the relationship between government and citizens presented 71% indices and finally, committed to serving society in the digital environment in its various contexts, the indices of the Contextualization stage, which focuses on understanding the local needs of the extensive Brazilian territory and also the social conditions of the population served, presented 70% of perception by the members. We conclude that the Brazilian Public Prosecutor's Office, with the constant digital challenges, is committed to promoting a socially effective performance, integrated with society, concerned with the specificities of the different contexts in which it operates, and especially with respect for the country's cultural and social differences.

O Governo Digital é uma tendência mundial que através de inovação e modernização contribui para o primoramento da gestão pública. Com uma nova visão, onde o cidadão é a figura central na relação com o Estado, a disponibilidade de informações, a oferta de serviços e a participação social, tudo em meio digital, são os novos parâmetros de excelência em serviço público. A pesquisa elencou os principais modelos de Maturidade em Governo Digital e escolheu o que poderia representar melhor os objetivos do Ministério Público Brasileiro: atender ao cidadão em diversos contextos e em frente às pressões políticas e sociais de forma sustentável e efetiva. Com a escolha do modelo de Tomasz Janowski onde a maturidade em governo digital se apresenta em quatro estágios, esta pesquisa analisou a perceção dos integrantes do Ministério Público Brasileiro quanto à presença destes estágios. O questionário desenvolvido para o efeito, foi aplicado na instituição e confirmou a presença dos 4 estágios em percentagens diferentes. Os resultados apresentam uma instituição madura, com elevado grau de modernização de infraestruturas tecnológicas. O estudo apontou ainda resultados relevantes com 68% de perceção de maturidade em governo eletrónico – o estágio que promove a melhoria dos processos internos e aprimora a eficiência organizacional. As inovações em governação eletrónica que aprimoram as relações entre governo e cidadãos apresentaram índices de 71% e por fim, empenhada em atender à sociedade em meio digital nos seus diversos contextos, os índices do estágio Contextualização cujo foco está em compreender as necessidades locais do extenso território brasileiro e ainda as condições sociais da população atendida, apresentam 70% de perceção por parte dos integrantes. Concluímos que o Ministério Público Brasileiro, com os desafios constantes do digital, está empenhado em promover uma atuação socialmente efetiva, integrado com a sociedade, preocupado com as especificidades dos diferentes contextos em que atua e principalmente com respeito às diferenças culturais e sociais do país.
