Abstract

O envelhecimento populacional é um desafio social que gera consequências na sustentabilidade económica dos Estados e na saúde, como é o caso do aumento do número de pessoas com demência. Em Portugal, o Estatuto do Cuidador Informal constitui uma orientação importante, no apoio e proteção de pessoas com demência e cuidadores informais. Neste sentido procuramos responder à questão: será que a proposta de Estatuto do Cuidador Informal corresponde às características, dificuldades e perceções dos cuidadores? A pesquisa teve como objetivo geral, analisar o Estatuto do Cuidador Informal tendo em conta as características, dificuldades e perceções de uma população de cuidadores informais de pessoas com demência. Para cumprir o objetivo realizámos uma pesquisa qualitativa, efetuando catorze entrevistas semiestruturais a cuidadores informais de pessoas com demência. As entrevistas foram realizadas com recurso à aplicação Zoom e a chamadas telefónicas entre novembro de 2020 a maio de 2021. Os dados reunidos a partir das entrevistas foram sujeitos a uma análise de conteúdo categorial. Esta pesquisa permitiu desvendar o quotidiano, as práticas e as perceções de cuidadores de pessoas com demência. Os cuidadores entrevistados têm conhecimento do Estatuto. Contudo face à legislação aplicada o processo torna-se burocrático e demorado, sendo motivos que tornam difícil a sua aplicabilidade. Os cuidadores sentem-se abandonados e as expetativas que tinham sobre o Estatuto ficaram aquém. Deste modo, o Estatuto não correspondeu às caraterísticas, dificuldades e perceções de cuidadores de pessoas com demência. Torna-se assim urgente, medidas adequadas que minimizem os impactos que estes cuidadores sentem ao cuidar e lhes deem o devido reconhecimento social.

Population aging is a social challenge that has consequences for the economic sustainability of States and for health, as is the case with the increase in the number of people with dementia. In Portugal, the Informal Caregiver Statute is an important guideline in the support and protection of people with dementia and informal caregivers. In this sense, we try to answer: does the proposal of the Informal Caregiver Statute correspond to the characteristics, difficulties and perceptions of caregivers? The research had general objetive,analyze the Informal Caregiver Statute taking into account the characteristics, difficulties and perceptions of a population of informal caregivers of people with dementia. To fulfil the objetive, we carried out qualitative research, conducting fourteen semi structural interviews with informal caregivers of people with dementia. The interviews were carried out through the Zoom app and phone calls between November 2020 and May 2021. The data collected in the interviews were submitted to a categorical content analysis. This research allowed to unveil the daily life, practices and perceptions of caregivers of people with dementia. The interviewed caregivers know the Statute. However, given the applied legislation, the process becomes bureaucratic and time-consuming, reasons that make its applicability difficult. Caregivers feel abandoned and their expectations regarding the Statute fall short. Thus, the Statute did not correspond to the characteristics, difficulties, and perceptions of caregivers of people with dementia. Appropriate measures to minimize the impacts that these caregivers feel when caring and to give them due social recognition are urgent.
