Utopia ou distopia

Abstract

O conceito do Utopia, até antes do aparecimento do termo que designa, sempre foi assumido como um sonho, como todos os desejos do Homem que, à primeira vista, são inalcançáveis. Em contrapartida, muitas vezes, quando o sonhador tenta materializar o seu sonho, acabando no pesadelo, que veio a apelidar-se de Distopia. O estudo do pensamento utópico deste trabalho, debruçar-se-á sobre a cidade e os problemas surgidos a partir do século XIX e os fenómenos que motivaram a sua transformação posterior. Os problemas que apareceram são circunstâncias de um elevado Valor do Solo e de um Planeamento vindo do Urbanismo Moderno: os centros ditos históricos são esquecidos, sendo quase sempre abandonados, cristalizado no tempo ao passo que o resto da cidade se desenvolveu, fragmentando ligações, mas sempre dependente deste núcleo. A cidade tende a crescer para a periferia, consumindo território de forma desmesurada devido a uma ideia errada de que a melhor qualidade de vida está desligada da urbe e deverá estar ligada ao campo, acompanhando o poder burocrático e económico do uso do solo para o seu crescimento. A cidade de Santarém será o laboratório para ensaiar, como em todas as utopias, os problemas referidos: uma cidade tipicamente portuguesa que, em tempos, dedicou parte da sua actividade ao Rio, viu esta cultura ser esquecida e a cidade ser abandonada com aparecimento do automóvel, da via rápida e de infra-estruturas que ganharam um novo protagonismo na cidade. Será objectivo deste pensamento utópico a preparação de um regresso à cidade dita Scalabitana, abandonando os subúrbios e fomentando a sua ligação ao Rio. Para tal, será proposta a invenção da nova frente ribeirinha através de estratégias para reactivação de edifícios e espaços obsoletos, que respondam às necessidades do lugar - desenvolvendo a actividade cultural e mercantil.

ABSTRACT: The concept of Utopia, even before the term that designates it, has always been assumed as a dream, like all the wishes of Man that are impossible. On the other side, whenever the dreamer tries to materialize his dream, he ends up in the nightmare that came to be called Dystopia. The study of the utopian thinking in this work will focus on the City and the problems from the 19th century onwards and the phenomena that were a consequence for his transformation. The problems that appear are circunstances of an highest Land Value and Planning from Modern Urbanism: the so-called historical cities is forgotten, crystallized in time as the City develops, fragmenting connections, but always dependent of that spaces. The city tends to grow up from his periphery, consuming territory in an excessive way by exchanging an erroneous idea that the best quality of life is disconnected from the city and must be linked to the countryside, following the bureaucratic and economic power of using the land for its growth. Santarém will be the test scenario. As in all utopias, the problems processed: a complete Portuguese city, which once dedicated part of its activity to Rio, has this culture forgotten and the abandoned city in exchange the appearance of the car, the railway and infrastructures that have gained new protagonism in the city. The objective of this utopian thinking will be prepare for a future return to Santarém, leaving the suburbs, promoting the connection with the river. The invention of the new riverfront will be proposed with strategies for re-activating obsolete buildings and spaces, which respond to the needs of the city - with development of cultural and commercial activity
