Abstract

A ocupação do território foi acontecendo à medida que as infraestruturas de mobilidade se foram desenvolvendo, passando dum modelo centrado na grande Lisboa para uma rede articulada e de distribuição de pequenos e grandes centros periféricos ou suburbanos. Localizado no concelho de Sintra, o aglomerado urbano de AgualvaCacém é um destes centros e corresponde ao convencional desenvolvimento de uma periferia essencialmente residencial. O traçado das grandes infraestruturas ferroviária e mais recente rodoviária – o IC19 – vieram afirmar de forma rápida a ocupação descontrolada que vinha sendo notada desde os anos 60. O Cacém tornou-se um lugar com uma densidade elevada e fortemente desqualificada e de traçados de má qualidade e escassez de atividades fixadoras de emprego. Nos últimos anos, as intervenções à escala do município, têm-se focado no desenvolvimento da qualidade urbana dentro destas cidades, notando-se uma necessidade de orientar as futuras ações para que promovam uma vertebração territorial à escala Metropolitana e minimizem a fragmentação urbana – promovendo a continuidade – à escala local. O projeto que se desenvolve, dá continuidade ao Plano de Pormenor da Área Central do Cacém, que mais tarde se integrou no programa POLIS e pretende diminuir as assimetrias entre centro e periferia, consolidando a função centralizadora do lugar.

ABSTRACT: The ocupation of the territory was happening as the mobility infrastructure were developed, moving from a model centered in the Lisbon Metropolitan area to an articulated and distribution network of small and large peripheral or suburban centers. Located in Sintra, the urban center of Agualva-Cacém is one of these centers and matches the conventional development of an essentially residential periphery. The layout of the major railway and most recent road infrastructures – the IC 19 – quickly expressed the uncontrolled occupation that had been noticed since the 1960s and Cacém became a place with a high population density, strongly disqualified and with poor quality and low offer regarding job-fixing activities. Recently, city-wide interventions have focused on the development of urban quality within these cities, highlighting the need to guide future actions to promove territorial spillover at metropolitan scale and minimize urban fragmentation – promoting continuity – locally speaking. The project being developed, continues the Detail Plan for the Central Area of Cacém, which later became part of the PÓLIS program and aims to reduce the asymmetries between center and periphery, consolidating the centralizing function of it.
