Moçambique: privatização da economia e investimento no sector privado

Abstract

O debate em volta do tema estatização versus privatização, tem-se situado em dois campos de racionalidade, um com base, predominantemente nos fundamentos da teoria económica e outro que assenta numa lógica política. A abordagem dada a este tema, no âmbito do presente trabalho, centra-se no debate feito em torno da sua racionalidade no contexto económico. É feita uma abordagem das principais correntes teóricas sobre este tema. Para além de uma reflexão na óptica económica do processo histórico desde a independência desenvolveu-se, a análise do processo de privatização da economia Moçambicana, o que implica uma reflexão sobre o ciclo de estatização que o precedeu. São equacionados os efeitos das medidas em cada um dos ciclos e identificados os principais constrangimentos ao funcionamento do sector privado, no momento actual. São ainda analisados os principais instrumentos legais de enquadramento, do sector privado e do investimento, bem como respectivos incentivos. O ambiente de investimento merece ainda um realce especial no desenvolvimento do trabalho.

The discussion about the presence of the State in the economy "versus" the development of the private sector has been developed in two fields: one based on economic theory; the other on political arguments. The present study debate is based upon economical rationality. An overall analysis over different economic theories is as well discussed. More than an economical analysis since Mozambique*s independence, a historical evolution study of the presence of the state in the economic activity is made. The evolution of political environment and the reasons for state interference in the economy and its consequent privatisation are discussed. A detailed analysis of legal economical environment and main constraints to industrial sector operating, as well as, internal, regional and international private sector investment climate, are the central discussions.
